Tobacco remains one of the world’s leading causes of preventable death, claiming 8 million lives annually. The devastating consequences of tobacco use can be best addressed by fully implementing the World Health Organization Framework Convention on Tobacco Control (WHO FCTC).
Chronic inadequate funding continues to be a major barrier to fully implementing the WHO FCTC at the global and national level. Research suggests that the global tobacco control funding shortfall is approximately US$27.4 billion.
Budget advocacy is a strategic approach that can help address the funding shortfall issue at the national level. Through engaging in budget advocacy, CSOs and other advocates can work toward securing sustained domestic funding for tobacco control.
This toolkit is broken down into three modules that can assist CSOs and advocates in developing budget advocacy plans.
- Module 1 – Laying the groundwork for budget advocacy: understanding the national policy and financing contexts
- Module 2 – Conducting a budget analysis
- Module 3 – Developing and carrying out budget advocacy strategies
The toolkit provides a comprehensive overview of the budget advocacy process along with several worksheets to help guide advocates through the budget advocacy planning and implementation process.
The toolkit and accompanying worksheets were developed and/or refined as part of the Alliance’s 2023 AMRO (Americas) Budget Advocacy Project.
The toolkit and worksheets are available in English and Spanish upon request. The following is a list of the worksheets that are available:
