Principles for Regulating Non-Medicinal Nicotine Products outlines GATC’s policy framework to support Parties in responding to the public health challenges posed by e-cigarettes, nicotine pouches, and other non-medicinal nicotine products.

Grounded in WHO FCTC obligations and COP decisions, it provides key principles to guide evidence-based regulation, protect youth and non-users, and address tobacco industry interference.

The paper was developed with the support of the GATC Policy Committee, including a dedicated subgroup that contributed to revisions, and was reviewed and approved by the GATC Board. It was finalized in October 2025.
